Ammonia or bleach .... NOT BOTH... will keep critters away... a few drops of either on top of the trash is enough. If you have an extra spray bottle to keep handy, use that.
NEVER mix bleach and ammonia... it causes very toxic fumes.

If you don't have a locking lid trash can or want to buy one - use a rubber "bungee" cord with hooks on the ends. This will keep the lid on. You also could ask your hairstylist for a bag of human hair - sprinkle this around the trash cans - this will keep the critters away for a while - until it rains. any kind of spray repellant will have to be reapplied over and over...

Do you have any cayenne pepper around? Mix it with some water and then spray on bags. I know dry cayenne pepper repels squirrels and such - worth a try.

Put the bags into a locked garbage can. That's what we do. You can get them at places such as WalMart, Home Depot, Lowes, etc.

If you are talking big ones like raccoons you can pour ammonia onto the garbage bags. They hate the smell. I have tried and know it works on them. I would think that it would do just as well for animals like dogs.

It may sound vile, but skunk urine works! You can get it for 3 or 4 dollars at most hunting stores. I use it to keep "varmints" away from my birdseed stored outdoors. Since I started using it, I haven't had any bags of seed nibbled at all :-)

Spray amonia inside the bag before you close it up. Right after they start to make a hole the smell deters them from going any further.

You can get a skunk to spray it and anything like moth balls will do the job and lock it up in a garbage bin.
