This could be many many things...
When it says District and County, that is just a title to engulf the region because some counties have districts that cross county lines.
I'm saying there are many different types of committees... literally 10s of 100s depending on the size of the county. Their purposes are usually to focus on one specific subject or issue the country board deems important. IE) Forestry Committee, Historical Housing Committee, etc...
