If he is asked to stop (either you or HR) and doesn't, it is sexual harassment. But without a complaint, he cannot be fired.

The porn would not be considered sexual harrassment, because sexual harrassment can only occur between co workers. However, the viewing of porn may or may not be an offense at your work place.
The place to go is HR (If there is no HR go to the office manager). Tell them your concerns. From now on: KEEP A PAPER TRAIL... any kind of emails that make referenc to this manager, keep them, just in case you need them for forwarding to higher ups.

NO it's not.. Unless he's obviously forcing you to watch it with him....which you haven't stated so in your question, so I presume he is watching it privately, and you've either caught him watching it or he's spoken of it. Something like wolf whistling is enough to report sexual harrassment though.... but not a manager watching porn because he's not inflicting anything on you, however, you can get him on the grounds that he is using his work time to view personal non work related websites, and possibly even illegal, so you should possibly report that, but you'll be incredibly stupid to say you've been sexually harrassed because your manager is watching porn.. come on now.
I noticed you mentioned he is incompetence. Are you trying to pin anything on him to get him fired because if so you may be in serious trouble and you need proof of all his actions by the way. You can't just burst out accusations. There are laws also to protect the person being accused of the behaviour too.

Although your workplace would probably consider porn viewing at work inappropriate, I'm not sure if it's considered sexual harassment. Maybe it would be considered that if he says to his coworkers "Come look at this." Maybe it would be considered sexual harassment if the other employees can see the porn that he's viewing, and don't want to see it. But maybe the upper management wouldn't consider it sexual harassment if he's not making sexual comments or gestures toward his coworkers.
Talk to one of your managers at work that you feel most comfortable with.

I don't think so. He's not harassing anybody, but the company would not want him to be using their company computer and the time he is suppose to be working. A lot of companies have policies about this sort of thing, someone could call upper management.

Only if you are seeing this porn as well or you are having to hear about (um, or hear!) the porn. If he's doing it in his office behind closed doors then that is an issue between him and his superiors and is not a case of sexual harassment.
I'm just going off common sense, though! Not a lawyer.

I'm not sure if that counts as sexual harassment... but then it is so ILLEGAL!! haha! I work as a system administrator and MIS personnel... we're mainly responsible for these kinds of behavior regarding the use of internet... but then we do have firewall here which blocks all of those porn stuff (even friendster). Go tell the management, and go get some firewall!

It is not sexual harassment. If he was not masturbating, making a pass at co-workers, our displaying himself for everyone to see, you are in a bind. Depending on where you work, the most you could do is tell the Owner of the company what this guy is spending his time doing

Well, can you see the porn? Is there management above management, to whom you can complain?
Back when I was in school I had to read about a playboy poster on the wall. They had to take it down, and it's called poisoned work environment. It also includes stuff like cursing etc.

I'm not sure it is sexual harrasment, but in all proffesional buildings, the viewing of porn on company computers is enough to get a person fired.

How do you know about the porn viewing. Are you having to use the computer after the manager has been surfing? If so, then you have a valid complaint.
