I think I saw one today in S.E. Ohio. It had a sort of a hand shake symbol on the back of the trailer.

Check for an NSA sticker. That's an agency inside the FMSCA that is charged with inspecting them for safety.
They are usually placed on street side glass. I believe it has a one year expiration but, that may have changed since I was in the business.

License plates are unreliable as the plates on the tractor and on the trailer may not be from the same jurisdiction.

Mexican companies can own and register commericial vehicles inside the US that travel back and forth.
