I think it shows a difference in attitude towards employees. One may be more concerned with people: The other (HRM) more concerned with maximising the productivity of human work units. A very effective, helpful Personnel Manager in a company I used to work for lost her job when the department was re-branded 'Human Resource Management' because she was 'too people oriented'. They only wanted hard-nosed number-crunchers. It strikes me as a measure of the disregard in which employees are held, which is sad while also being bad business.

Often, personnel management is more related to hiring and firing of personnel...The actual day-to-day duties of making sure you know who works for you.
Human resource management is often more related to the needs of said personnel...Medical insurance, extended education and other benefits. It's the function that helps to maintain a company's human resources by ensuring that they're happy employees.

Personnel are human beings with families and other interests. Resources, according to Webster, are assets that are to be used up and thrown away. Like coal, oil, employees, etc.

Your absolutely right Hoop, it is the same department.
Thing is they have taken out the personal bit. Which says quite a bit.....
I do believe they have more rights and responsibilities to take care of, especially in the health and safety policies at work, and of course more legislation. You may have noticed that these days there are more and more forms to fill out and in triplicate for the least little thing....I think its called progress.
