Does this fall under the fair use law? I want to take an image from another website and use it as an icon on my website. If I cite the source that it's coming from, is this okay? Please help me!

Not likely to be covered under fair use. You can read about fair use here: http://en.wikipedia.org/wiki/Fair_use#Fair_use_under_United_States_law The image is owned by someone. That person has the copyright on that image and can determine how the image is used.

Look on their website for Permissions Dept. Write them and ask. If they say yes, in writing, you're OK. If not, then you are not OK. I wouldn't count on the fair use doctrine to protect me in any way.

You want to appropriate someone else's trademarked (Images are not copyrighted) image as YOUR icon? Absolutely not fair use. Get permission or forget it.

No, it's not OK. You can't use someone elses copyright material without their consent.
