Sure it is. Somebody from accross the globe could concievably mess with your Internet Connection, your computer and your entire network. They could trick you into downloading a trojan, a virus, and turn your system into a bot or a zombie and send out masses of spam to others using your Internet connection, and everyone on your contacts list.
This happens all the time, especially with individuals who do not take appropriate safety measures, such as using proper security, downloading from weird sites, such as x-rated sites, and peer to peer sites, opening attachments you don't know the sender of, or even opening an attachment from somebody you know who is infected.
If you have been friends with somebody from another country, trusted them, they got mad at you, didn't tell you they were mad, and then sent you an email with an attachment containing spyware, keylogger, etc, they could then spy on everything you did at your computer and you would not know about it unless your security software alerted you to this activity, or stopped the intrusion attempt.
But, yeah, it is possible, absolutely.

Define mess with.
They do it all the time.
Denial of service attacks can originate from anywhere, to anywhere.
This is why it is critical to have a firewall of some sort.

How would they do that? Your internet service provider is either a dial-up or cable. In some rare instances, satellite provides internet service, but that is really rare.
