Update: I reread the law. Ohio law is weird. You can drug your spouse but not use force. Odd.

I think it is.

(2) No person shall engage in sexual conduct with another when the offender purposely compels the other person to submit by force or threat of force.

yes it is illegal in all states. old laws assumed a husband couldn't rape a wife. now its mostly based on consent not the relationship of the parties. and i say mostly because apparently some states may consider it a lesser crime but a crime nonetheless
