Does anybody know why Jedediah Strutt was for Child Labor?

The only one i have so far is that he thought it would give younger boys trading skills so they could support their family

Jedediah Strutt was young when he started working and that no doubt affected his thinking, the quicker you could learn a skill or trade it just put you that must farther ahead in life. Back then everyone worked hard everyday, and skilled labor would be hard to find.
