Why? Because they're the vile, stinking, vomitous, detestable, rotten, lousy no good Dallas Cowboys of course. Does there need to be any other reason?
By the way, to those saying pass interference should only be 15 yards, that wouldn't work at all. Think about it. If I'm a CB and you have me beat for a 40 yard bomb, why wouldn't I just tackle you and save myself the 25 yards? There would be no reason NOT to commit P.I. on anything over 15 yards...

1. No breaks for TV commercials except during timeouts or change of possession. Stuff all commercials into half-time if necessary. If a commercial is running and the game is ready to proceed, the commercial gets cut. This would speed up the play of the game and make them more interesting again. And if the team owners and the NFL should lose some revenue over this, it breaks my heart.
2. Change the rules of catching a pass from two feet in bounds to one foot in bounds as in college. This would make for a more exciting passing game.
3. Either play the full overtime period (15 minutes) or go to the college procedure for overtime, with play starting at the 50 yard line, same rules as regular time. "Sudden death" overtime without the other team getting a chance to play the ball is extremely unbalanced and not exactly fair.

I wouldn't necessarily make new rules, but change some existing ones :
1. The "roughing the kicker" penalty should be called more sparingly, allowing the defensive players to attempt to block punts without worrying that if they miss the ball the penaly will be called.
2. Along the same lines - a roughing the kicker penaltly should NOT result in an automatic first down for the kicking team, but should move the ball 15 yards further down the field for the punt.
3. All NFL cheerleaders would need to go through a more intensive screening process to be overseen by yours truly!!!

1) NFL should adopt the NCAA tie-breaker method. Its crap that in a highly offensive game the one that wins the coin toss will likely win the game.
2) Loosen up the protection of the QB. I know these guys are huge, but come on..... have you seen what gets called for roughing the passer / these days ?!!?? Guys like Bradshaw must get a good belly laugh with every game they watch :)
What the HECK is unnessesary roughness anyways? Its kinda like a Senate Ethics committee - an excercise in oxymorons.... its football for Christ's sake - roughness IS nessesary !!!
3) No coach or player on the defense should be allowed to call time-out within the last 5 seconds of the playclock for any kicking attempt for the team with posession. Icing the kicker has always been bad form and its been taken to a new low this season. Same thing on 4th down conversion attempts. No time outs within the last 5 seconds of the play clock - EITHER team. You either commit to running the play or get your head out of your backside before the playclock gets that low.

1. Timeouts cannot be called by a coach after the play clock reaches a certain point, or if the officials cannot blow their whistles in time.
2. The bye week shall receive consistant schedualling.. perhaps taking picks of preferred weeks, in the order of the NFL draft "bottom to top" format.
3. You can challenge most plays, such as certain penalties, or bizarre instances (see Browns/Ravens field goal) But, you still only have 2 a game.

1. Pass Interference should only be 15 from the spot of the original line of scrimmage (college)... The current rule changes the outcome of too many games over questionable calls...
2. Play out the full overtime clock. No sudden death.
3. Get rid of the too restrictive endzone celebration penalties... some are too much I agree, but, I like watching some of the emotion... the game is played with it...

1. No time-out after(before) the snap of the ball. Timeout is given when called. This has disrupted FG attempts and I dont think this is strategy
2. Rookie contracts: Revised to maximum of 3 years and contract may not renew until after 8 games into the season (reduces amount of money franchises blow on busts)
3. Overtime: They should just adopt college football overtime system

2. Overtime should have the same system as in the college game.
3. Division Champions don't get top 4 seed if their record sucks. Ex. NFC West this year.

1. there's nothing wrong with celebrating after a touchdown, unless its offensive or disturbing, celebrations should be legal.
2. defensive pass interference should only be 15 yards like in highschool and college
3. overtime should be a full 10 minute, whoever's score is higher by the end wins
