maybe.. that is a possibility... he could truly feel a lack of self worth to that level... or he could be tired of the relationship and wants out without hurting you.. no way to tell just from you giving us a statement... i would actually have to meet the person.. so who knows what's going on in his head...

Sounds as though he has self esteem issues.
Or is this the easy way out? Instead of addressing whatever he feels is undeserving, he just opts out by saying he cannot be that better person.
Next time he says it, ask him - "is this your way of saying you want me out of your life?"
