Being of the same species (cannine) it is possible. If the father is the wolf, the birth process would be very difficult for the chiuaua mother. A wolf pup can be as large as a chiuaua and could cause the mother's death during "puppy birth". If the father is the chiuaua, the wolf mother may think something is wrong with the litter if they came out small, and very possibly kill the pups. Not a pleasant thought.

All dogs are the same species (Canis lupis familiaris). They are a subspecies of the grey wolf. Dogs and wolves can mate.

Chihuahuas may even have problems mating with larger dogs, let alone a wolf. Chihuahuas are so tiny, that if a female chihuahua mates with a larger breed male, she will have a very difficult pregnancy, as the pups will be too large.

Now a female wolf and male chihuahua could probably mate...if you give the chihuahua a stepladder.

Dog and wolf hybrids have been created before and a chihuahua is basically the same as any other dog. It would be possible to breed these two animals together, physical difficulties aside.
Given the personality of some chihuahuas I have met it could result in the end of humanity as we know it though!

I've seen other dogs which were part wolf. It would be hard with the great difference in size but I don't see why not?
