No but I do seriously think that anyone that reports a question should have to put they money where their mouth is and have to put their name to it. We have to do it with a question we have to do it with an answer so why not this on ?

No, not fully to drain the essence of sharing including the humor of life! Well, they can have a board to evaluate the forum's development plans and can have a special team of elite members to participate to contribute to serious national and international issues which can be screened and awarded best for merits and to make them travel world wide to address the forum in every nation to make this activity more popular!
