That's from I believe, "It happened One Night." It's been a while since I saw that movie but one or both of them were being a bit snotty when he fell on top of her, he insults her aristocratic pride.

Still a nice movie to watch today. At the time, it was said that men's undershirt sales plummeted because in one scene Clark Gable took off his shirt and wasn't wearing an undershirt.

This has to do with inertia, Claudette is seated, when the bus moves she is pressed back into the seat but that is the limit of her motion, Clark's body wants to stay where it is, a body will remain at rest or in motion until an outside force acts on it, the outside force in this case is the forward motion of the bus, as a consequence it more that Claudette moved to Clark.

Clark's inertia wants to keep him right where he was but the bus jerks his feet forward when it starts accelerating. Clark looses his balance and falls. Claudette, on the other hand, is firmly seated and is pushed along by the bus.
