No, male has bigger muscle mass and is more active and so has a higher metabolic rate and requires more calories.

Females do have a higher surface area to volume ratio on average which would tend to increase metabolism.
Sadly, in human females at least, we also tend to have a higher body fat percentage and this is stored more under the skin than in the abdomen of males. This would tend to provide insulation which would negate this effect.
I suspect a greater effect on metabolism will occur due to pregnancy and lactation to provide for young.
A males metabolism will also be higher to provide for increased muscle mass. So I don't think the situation is as simple as it would at first appear.

No, men generally have higher metabolism rates, generally 5-10% faster than women, because of their lean body mass (they have more muscle).
