If it is a high end pen (Cross or whatever is better) and has a replaceable ink cartridge you could change it, if it is just a disposable... well just get a new one. If you really want to save a Bic try dipping the end in nail polish remover to loosen up some dried ink on the tip.

Take it apart, and get your hands on the ink tube (the thing attached to the actual pen tip). On the open end of the tube, blow as hard as you can into it. Then, shake the pen, and then reassemble it. If this doesn't work, but more ink/a new pen. Good Luck!!

try rubbing it between the palms of your hands, the heat will warm the ink up, thus allowing it to flow through.
