To import to china, there are many thing you need to do.
First, which port are you going? Each port has it own regulations and tax on scrap metal. If I remember, upper part of china like Shanghai and up has really high tax.
Second, classify your scrap. You either have a straight load of the same scrap material or Mix scrap metal. If you have a straight load of copper scrap, the tax on it would be really high. But on "Mix Scrap Metal" load will be lower.
Third, you need to get an AQSIQ license. If you don't have one...BORROW ONE. I know that some freight broker have AQSIQ license that you can borrow...but it's gonna cost you. If don't have an AQSIQ and try to export the scrap metal to CHINA...it will be rejected.
Fourth, the container that is loading with the scrap metal, it must be inspected by CCIC. It's another department from china. And also, there is a fee for this inspection. Don't you just love china...they charge you left and right.
Fifth....if you have some illegal scrap metal (such as car battery, E-scrap, etc..) and wanted to exported to china, BRIBE the China's custom. LOL...don't you just love their system.

I really have no idea what it is you're after, but the "scrap metal from the United States to China" caught my eye.
Remembering the second world war with Japan, for many years prior to that war, we sold our scrap metal to Japan, and they gave it back to us in the form of bombs and bullets, killing thousands of our men, so that idea to me sucks.
There has to be a better project.

Sounds like a winner. It's cheap and easily shipped. But dear remember when we ship out we are exporting. So you would be Exporting your product not importing.
