there are 2 legislative branches in state and federal government (in federal there is the house and the senate) and both have to pass a bill to make it a law. a bill starts with some legislator/s from one of these branches as an idea for a law. then, usually each branch has to pass it by a vote of over 50% of its members. the governor of a state or the president of the us then has the power to either sign it into law or veto it. if there is a veto, each branch may then be able to override the veto by a super majority vote (66%). this is called our bicameral and presentment system. good luck

A bill is proposed to either a State Legislature or Federal Congress. It is voted on. If it gets more 'yes' than 'no' votes, it becomes law. At the Federal level, the President has to sign it after Congress approves it.

you tell your congreesman.
your congressman writes it out and intoduces it to congress.
then it becomes a bill
then it goes to committee and congressmen decide whether or not to make it a law.
if they report favorably it goes to the house od representatives. then it goes to senate. then if they vote on it it goes to the white house.
if the president signs it it becomes a law.
if the president vetoes it you can start the whole thing over again but by then the bill is so old its probably not goin to become a law

Voted for and passed in both houses and then signed into law by the president. That's about as simple as I can make it.
