Tenants rent rooms in a home I own. One is moving out today but hasn't paid up the utilities that are owed. Contract states that all tenants are equally responsible for utilities.

The property is in Contra Costa County, CA. The lease states that the tenants are responsible for all utilities. The utilities are in the name of one of the other tenants who is staying.

It is your job as a landlord to know the laws of your state. This will vary based on your state and even on your county. So, we can't really answer this for you.

The answer, though, is probably NO because the money you are owed is from a different person than the person who paid you. If they are not roommates, they are not responsible for one another.

Unless the contract specifically states that unpaid utility bills can be withheld from security deposit, You can't. The security deposit is strictly there to fix actual physical damage to the property.
