Or so it seems. They ticket them for little things, and then send them to jail knowing they can't pay the fines.
Why ticket them in the first place?

Because the property owners complain to their elected officials and demand action.

I've seen where homeless people can be good honest people yet many others who disturb businesses or trash public places making it just plain nasty to traverse past them.

Sleeping over ventilation systems blocking the proper flow of exhaust from underground systems can actually cause overheating and damage to expensive equipment paid for by the taxpayers.

Some are intoxicated, making a mess when using the public area to rid bodily waste and a myriad of other problems.

The officer doesn't want to put anybody in jail...but the officer has to insure the person is out of harms way not causing a disruption to society or themselves in addition to enforcing the laws he/she is sworn to uphold!

As for the comment:

"No attorney means authorities can do whatever they want, so if they're the type that gets off on power then sure, why not."

The constitution provides for "indigents" the ability to retain legal counsel at no cost to the individual...but you can bet your taxes pay for them. Just another reason to complain about high taxes...not the police enforcing the laws!

My guess would be that during this time of the year, the homeless population are doing such things so they can be taken to jail so that they have a bed, food and medical treatment. If I was homeless I would do the same.

IMO...people are homeless because of bad decisions they have made in their life. If they are homeless in America the majority of them are alcoholics or drug addicts. Most of them could do better for themselves but won't try. I don't blame the police....they have to do something to let them know it is not OK to lie around on the streets. Take yourself to a shelter and find a job. It is possible. It is not right to be a burden on society.

They don't - they arrest them for vagrancy and in general violating the laws of the community. Doing so discourages an influx of further homeless.

Because poor people do not have money.

No money = no attorney.

No attorney means authorities can do whatever they want, so if they're the type that gets off on power then sure, why not.
