2x - 3y =10
3x - 2y = 2

You need to eliminate either x or y. Multiply the top equation by 2 and the bottom by -3

4x - 6y = 20
-9x+6y = -6

Now add the two equations

-5x = 14 ---> x = -14/5

Then 2x - 3y = -28/5 -3y =10 ---> -3y = 78/5 ---> y = -16/5
