The circumference of a *full* circle is π * d which would be 10π. But in your case you have a semi-circle, so the circular side of the pool would be half of this (5π). To this you need to add the straight side which is 10.

The total perimeter is given by:
5π + 10
≈ 25.7 meters

perimeter of semicircle = diameter + length of border arc
= 10m + 1/2 of preimeter of circle
= 10m + 1/2 * diameter * pi
= 10m + 1/2 * 10* 3.142
= 10m + 15.71m
= 25.71m

Total length of the perimeter
= diameter(pi/2 + 1)
= 10m*(3.141/2 + 1)
= 10m*(1.5705 + 1)
= 10m*2.5705
= 25.7050m
