Actually, you can pick up VGA to RGB/RCA(composite), or VGA to Scart adaptors for around £20 on ebay.
I bought one a year or two ago and it's worked a treat. I use mine primarily to show videos from my laptop on my TV and the quality for that is great.
Don't be fooled into thinking that you can buy one cable (VGA to RCA) though - you will need a kit...
In the kit the usual contents will be a little box (powered by USB), a VGA to VGA cable (to connect the VGA output to the box), and RCA to RCA (to connect the box to the TV).
You may also find boxes with S-Video or Scart output connections.
If you are using a laptop and want to playback a movie on the TV, check that the kit comes with a 3.5mm audio jack to 2 RCA (male to male) as this connects to your headphone jack output to supply sound to the TV. Of course you can always pick these up for a couple of pounds.
Although standard TV monitors won't be any good at displaying readable text, they are still super for Videos. For example you can put a DVD into your laptop, connect up the leads, and hey presto - DVD playback on your TV with great sound.
Also handy if a game you have supports dual-monitors!
If you are like me, and you make the occasional home video you want to play back on your TV without burning a DVD disk for perhaps a small file, you'll find it will come in useful for years to come. Plus, you can connect your laptop to anything that has RCA inputs.
Ultimately, you need to ask yourself if you want to spend £20 on this item. It's a relatively quick fix, but if you absolutely need high quality, there is really no other option than to buy another PC monitor. You can get 17" or 19" TFT monitors for anywhere between £80 and £120 so have a look around and maybe you will get a good deal!

There are adapters you could pick up, but they would cost far more than picking up a new monitor would be. Also, yes, the resolution of even the best "standard" TV sets w/ RCA jacks wouldn't get higher than 640x480 (and that would be for a very high end TV set... usually you would be lucky to get 320x200 out of a TV -- rough guessing). The quality would be extremely poor - to the point where you really wouldn't be able to read text of any sort. Graphics would also be painfully difficult to look at.
In short, no, using a TV as a monitor is not generally a good idea.

I suppose you could but why? A standard televsion doesn't have the resolution capability a computer monitor/lcd does. You'd probably need the cable you talked about but also, a vid card with RCA outputs.
