I usually give them something not very original but make it up with a very personalized message on the card.
Ex of past gifts:
neck massager, neck pillow, soft comforter, jewelry, back massager for the car, book or movie they might be interested or mentioned they enjoyed, take them out to dinner, take them out somewhere nice.

I have a brother-in-law like that. I solved it by baking a very large batch of his favorite cookies for him and a very large batch of organic dog treats for his dog. This might work well for your Dad. Make his favorite cookies and/or candy, something that he only has once in awhile as a special treat. Or give him a "coupon" for some service that he needs but that you could do for him. Pick up his dry cleaning, do his laundry, do his grocery shopping, or wash his car. It doesn't have to be a big job just something that will help him out with the gift of time and would give him a breather from the usual necessary jobs in life.
As for your brother, how about a "coupon" for a couple of home cooked dinners (his choice of menus that you decide on, like menu A-Chicken, menu B-beef, menu C-Italian). You can either have him over for the dinner(s) or make him dinners for his freezer that he can pop in the oven, microwave, or crockpot. That way he can get a great meal and you can give a great gift. Since he is working two jobs and going to college he probably doesn't eat that well. Or you could give him a "coupon" good for laundry service and do his laundry for him periodically. That would help him out both with his laundry and give him some extra time to study.
The possibilites are endless and "coupons" are usually far more welcome than another shirt or DVD. My Brother-in-law always puts up and takes down my very elderly parents' Christmas lights. It makes them very happy and it keeps my Dad off the ladder. I also give my parents coupons. I rotate the mattress every three months, change the smoke detector batteries twice a year, and clean out their refridgerator once a month. My 17 year old son cleans the gutters on their house and changes any lightbulbs that need changing. These types of gifts don't cost anything but are a real gift of service and time and are very much appreciated.

College kids can always use two things...food and cash. Give him a gift basket of fresh fruit (cuz he probably isn't buying it for himself.) Or a grocery store gift card with a list of items to buy and a recipe of your favorite meal.
Dads are just hard period. They have everything they want, if they don't, they can just buy it. They don't want much because they have learned to get along with what they have.
Get him a book on tape (or cd if he has a cd player in his car or truck that he drives to work.)
Pictures of you are always good!

I just got a divorce from a man who was worse than that. My kids would ask him what he wanted for Christmas. In a mean voice he always said "nothin' So they didn't get him a gift for more than $25 and he got PISSED. Said they didn't get him much. I got tired of this redicilous man and it took a year for the divorce to become final, but this year is GREAT. Those people are silly. No time for them.

If I give them anything (and that is IF), it is some edible goodies. I make several different types of cookies and put them in a box. That is what they get. Everyone loves treats!
