Probably in South America in the Amazon, as I saw one in the movie Winged Migration.

The loudest of the New World Primates are from central america and they're called Howlers.

Most species of primates go "oooh, oooh". It's a threat call and is usually done while the monkey stares directly at you.

That said, you'll need to come up with a more precise description of the vocalization than "Ooo ooo" if you want an accurate answer. Garbage in, garbage out.

You might be thinking of a howler monkey. They have a deep, throaty almost growl. I'll link a soundbite of them.

Could be a spider monkey or a woolly monkey ? Search for those images on Google and see if they match

I say fish like goldfish. If you pay attention to their mouth, they make a big "O" every second. Only that, we can't hear them =P
