To thread a hole you need to drill the right size of hole first and then use what is known as a set of taps.To cut a thread on a steel rod you need what is knowm as a set of dies.Whichever thread you are cutting youwill need to use plenty of lubricant.(thats not K.Y.)

Drilling a thread in steel is common, it will enable a bolt to be scewewd into the thread, cast iron is more difficult as it is so "brittle"

You thread on mild steel. you need stocks and a set of dies depending on the diameter of the pipe or rod. The stocks can be set to take various size dies . To thread a pipe, you use a ratchet type stock and smear grease on the pipe or rod before you start threading. The stock has a ratchet built in and you thread and then ratchet back to clear any swarf. then thread on more until you have threaded what you need. Stocks and dies are heavy equipment to use.

If you wist to connect something to the steel without welding it, threading is the best way. Cast iron is a pain to thread since it is vey porous.
