It's called Alexander's Band and it has to do with diffraction angles of light through water droplets. See http://en.wikipedia.org/wiki/Alexander%27s_band for the hard-core science behind it.

It's the scattering of light into different wavelengths or frequencies.
VIGBYOR is how I remembered it, starting from violet, indigo to orange, red.
