Before we as citizens chose the Senators in the US, who did, was it the governors for each state?

The Constitution allows the states to hold elections any way they please. The only exceptions are that they can not be discriminatory, voting taxes are not allowed, and 18 years old is the minimum voting age.
Govenors choose Senators to fill vacancies but State Legislatures once had the power to select Senators.
