1. Bush has no intention of "staying in power".
2. The constitution wouldn't allow him, if he wanted to.
3. He couldn't care less about his approval ratings.
4. He has not committed a single impeachable offense.

Congress has not impeached either Bush or Cheney because....wait for it.....THEY HAVEN'T COMMITTED ANY IMPEACHABLE OFFENSES!!! Did you hear that? No matter how much you hate them, no matter how angry you still are that your "war hero" didn't win the last presidential election--thank God, no matter how much you voted this congress in to impeach them, THEY HAVEN'T COMMITTED ANY IMPEACHABLE OFFENSES!!! Nah, I think congress recognizes the futility of it. There was a backlash against the GOP for doing it to Clinton and they probably learned the political lesson here. They all want to be reelected next time around and they know Bush will be out of office, so no point.
