Congress has not impeached either Bush or Cheney because....wait for it.....THEY HAVEN'T COMMITTED ANY IMPEACHABLE OFFENSES!!! Did you hear that? Nah, I think congress recognizes the futility of it. There was a backlash against the GOP for doing it to Clinton and they probably learned the political lesson here. They all want to be reelected next time around and they know Bush will be out of office, so no point.
