Tommy may be having difficulty with putting his ideas into words or complete sentences. He may want to seek extra help from his teachers if they are able to provide homework support or time extentions for his assignments.

Did Tommy exhibit difficulties in his K-3 years? Or is this something that suddenly occurred during this fourth grade year?

Tommy should be shown problems in a graphical form and asked to solve them by writing down solutions to the problem. If he thinks of a good solution he should be rewarded.

Can we say Dyslexia?

If not Dyslexia, there are a dozen or more reading challenges that could make him dislike reading. Until he learns about successful dyslexics like Malcom Jamal Warmer (The Cosby Show, played "Theo"), he won't want to force himself to read.
