Ok, lets think under $20...
A $20 gift card is the perfect amount
If he's more of the American Eagle type guy I bet you could get him a nice t-shirt and perhaps a plaid button-up to go with it, or even plaid shorts (a guy friend of mine LOVES them)
If he's not into that and more of the Hot Topic kid perhaps a kick-butt walet and chain or a sweet hoodie
CDs are always, as are Ipod or mp3 player accesories
Also don't be afraid to ask mom for ideas, I'm sure she's heard his christmas list and she probably also knows what he already has, or what she bought him, just to make sure you don't get him something he has or will be getting

Check the sales rack at Walmart for a good PlayStation game or a game-boy game. I find good games on the rack all the time. I have never paid full price for these. Or you could take your brother out for a day of fun. Pack a picnic lunch and spend the day with him. Buy him an ice cream come or whatever, no cell phone interruptions or friends. Just him and you. This will make his day. Maybe you can go to the store and let him pick out a game for himself. Sometimes it's not the money we spend on someone it's the time we spend with them. I do this with my Godchild every year, I take her to the store, spend a minimal amount of money and pack a lunch and spend time together. We eat on the road. Just looking around at the mall. Adding things to our wish lists, she loves it and so do I.

go to a game store and get him a used game..you can get many for under 20 bucks my son loves to get them, a good gaming magazine...a car or airplane model...a nice shirt?
