I think higher judiciary has already improved. There are many landmark decisions given by Supreme Court of India like that in the ' Jessica Lal murder case '. Indeed, lower judiciary has to be improved as corruption is rampant.

In any corrupt society , the Judiciary System cannot be expected to be better than what is there in India.Judiciary is just an ingredient within this thoroughly corrupt country.How do you expect it to improve without improving the whole society itself?

Money makes the man "weak". Everybody is running after money. If everybody would improve themselves than may be judiciary system will improve.
Its all depend upon us.
