Well, I would venture to say that he definately does need to clear his head. If he didn't, he wouldn't be sending mixed signals. If you give him space he'll either drift away, or realize what he's missing out on, but either way, a call for space is a clear sign that he's not comfortable with the relationship on some level, so there's not a lot you can do except give him rope and let him hang himself. (In the meantime, don't take yourself off the market, and certainly don't be available to him at the drop of a hat.)

Guys have to play the odds.
Sometimes, you ask out several people at once.
Most of the time, you get few responses.
He got more that one bite. Clearing his head means he is busy putting the moves on someone else.
If you are patient, he may chose you over the other person or persons.
Funny thing is, it varies on how long this process takes, and some people have worse commitment issues that others.

He may have just gotten out of a complicated romantic situation with another girl, likes you very much, but doesn't want to hurt you or use you because he is still resolving the other situation. There are several times I have wanted to date somebody new, liked them very much, but hesitated because I thought my mind was too "screwed up" due to a complicated situation with an ex. Give him some space and remember to stay busy with your life and to do things that make you happy and he'll be back if he really likes you.

I would give him the time he needs but definitely not put your life on hold...while your at it let him know you want him to be ready, but you aren't just going to sit around and wait given the lack of information regarding the need for " time to clear your head". See what his response is and take it from there! Your gut will tell you what the right move is by the way he reacts to this.

hiya i ahve been in the situation before! i hate it when lads to this to you. My boyfriend did it to me and then i found that he liked someone else thats why he did it. im not sayin this is why he did it because it is probly not at all. but maybe you should as him what is the problem and what does he need to think about? and also ask him if it is because there is someone else. if the answer is yes then you need to figure from there. i hope everything works out for you though and its just is a matter of that he only likes you

He might be scared or thought he knew what he wanted and then decided he didn't. Or maybe he has stuff on his mind that he needs to deal with just like he said. It's not always an excuse, but it could be that too.

He probably thinks you are moving to fast, enjoys your company but doesn't want to make a committment to just you.
Ease up and enjoy the time you spend together or if getting something more serious going is important, find another guy.

How long have you known this guy? Do you care about him a lot? If so, you should probably talk to him and see what's up with him. If you don't, then move on to a guy who isn't so wishy-washy. Trust me, you will find one. Good luck girl!
