If you want to send a note to someone, and give them the impression of personalization, it's better that it not appear to be a copy. Using BCC, tells people that they are one of many on a list.

BCC IS the answer.
What you have to understand is that it's not an universal rule nor a physics principle.
The mail server has to honor that tag and send a copy to everyone (including the BCC recipient) without disclosing it.
Nobody is going to guarantee that all servers are implemented this way. You can claim that they should but that doesn't change the fact that some don't.

Sending a copy manually is a good solution (and the only one if BCC doesn't work the way you want it to).

You could look at writing a macro so that your mail client will send the same message out to everyone in sequence of a distribution list. This would be multiple messages though.

Go to your sent mail and forward the message to where you want the bcc to go.

If it is that important, kraft a message specifically to that person. Lame answer, but I can't think of any other way.
