There is no real "ideal" boot sequence. It depends on how and what you use your system for. My main computer is set to boot from the HDD first. This speeds up the boot processes a little. But the machine that I use for repairing other peoples hardware is set to boot from the "A" drive and then the CD drive and then the HDD. This is to facilitate the use of "bootable" diagnostic software.

So how you set the boot sequence is really kinda personal, but for most "normal use" computers I set the sequence to CD and then HDD. It makes to sence to put the "A" drive last because the HDD will always boot the system before the BIOS even looks at the "A" drive.

For better security, if you're computer has other people able to get to it. is to boot to HDD first then CD then if installed FDD. It'll also prevent problems if you accidentally leave a CD or floppy in the drive when powering on or rebooting the computer. But for all practicality Floppy first (if installed) CD second then HDD. Works well and if you need to boot from CD or floppy you can without changing the bios.

Personally I prefer to boot to the cd rom first, then the hard drive and then the floppy drive(if you have one). Booting to the cd rom drive first will allow you to fix potential errors by using your system cds.
