Right click in the gray area of the bar and make sure "Lock the Taskbar" isn't checked. If it is, click on it to take it off. After that, click and hold in the gray area and move it to whereever you want it. It will snap down to the bottom by itself so you don't have to worry about resizing it or anything.

You may have locked the toolbar. Right click on toolbar --- untick lock the task bar (if ticked). Then click, hold and drag the task bar to the bottom of the monitor.

Put your curser in the Task Bar and right click. Make sure that he bar is unlocked. Now, with the curser in the bar, hold the left mouse button down and drag the bar to were you want it. When you have is located, right click again and lock the bar.
