Depends on if the "customer service rep" is a phone solicitor or actually answering questions asked by the customer after he calls for information. Most service reps have a supervisor nearby to take this type of problem. No laws that I am aware of.

As a customer he has certain rights to question the customer service reps over phone on any service provided by the company.. Every company Worth its name has customer service dept.,to answer various customers., day to day. But customers also have to be courteous to the reps of customer service, if the customer abuses definitely he can be sued

Anytime you have a job in the customer service field you have to expect frustrated even abusive customers, not to defend them, but they probably are at the end of there rope trying to get a problem solved or sick of getting numerous unwanted calls every day.
I would just keep a pleasant manner to your voice, thank them for there time and move on to the next call, chances are the next call will be pleasant.

Yes, but the abuse has to be extreme or repeated. Basically, anything short of a threat to physically harm is fair game, I'm afriad.

If it's threatening you sure can call the cops. I knew someone that made a threatening remark to a telemarketer and ended up getting arrested over it.

No. A customer has every right to be irate or vent. But when it becomes personal (ie "I'm going to kill you", etc) then it's beyond irate and becomes a threat.
