Sperm or semen is produced by the testicles of men for most of their life after puberty. So there is always enough supply for a man and you don't have to worry.

Im afraid there is no limit. The body produces enough sperm so that the it will never run out. However, frequent masturbation can lead to less sperm being ejaculated and less urge to masturbate.
If you want to reduce your sperm count, sit down with a steaming laptop on your lap. Should do the trick!
