You can only safely remove the uninstallers. Do NOT remove the updates themselves. Most Windows Updates address serious security issues and without them your computer and your data is at risk.

I am assuming that you are referring to the ever growing list of files in the C:\Windows directory that begin with $NtUninstall....

Those are actually information needed to uninstall a hot fix should you decide that you want to remove it from your computer. If the fix has been on there for a while and has nver caused problems, they you safely delete the $NTUninstall... file. (I do mine about once a couple weeks). Should be have to undelete one after the file is gone, you just reinstall the hot fix (which gives you back the missing uninstall) and then remove it.
