I am thinking of buying my husband a DeWalt DC988KA XRP hammer drill (keyless 1/2" chuck).

I'd like to also get him a starter bit set for it - any suggestions on what I should look for? I'm hoping to find something that includes bits for general purpose/household use and also light cement/masonry work.

Get him the drill and a gift card for the drill bits. I have a set of regular bits but only buy sizes in the masonry line that I need and will use. No need to spend money on sizes he won't use.

The problem with starter sets is that they "start" and then fail. Buy a name brand set. Nothing worse than starting a project and then needing to go buy a new bit in the middle of it. This is especially true with masonary bits.
