Get a jump start, most cars should start without the block heater plugged in to about -10F at least. Consider switching to synthetic oil in the winter and think about getting a new battery yours might not have enough reserve capacity for cold weather.

You need to tell us if it's cranking or not. If it's not cranking, get a jump start. If it's cranking but not starting, try starting fluid. If you need to be plugged in to start this time of year, you have issues that need to be resolved before it gets really cold. Maybe you just need a new battery or your spark plugs replaced. Changing the oil to a lighter grade may also be a solution. Back in the day everyone changed to a winter grade in the fall, and then put in summer grade in the spring.

Is this some kind of electric car. You assume that everyone knows hwy you plug it in. If it is electric then the answer is obvios - plug it in. If it is a failing or weak battery - get a new one. If the battery ran down (Why) the get a jump start from a neighbor or AA or your local garage.
We still don't know why you need to plug the car in. What special system requires this.
Difficult to answer because you have not provided enough information about the car.

I was gonna suggest not trying to take the kid's Barbie power wheels to work, that the family car might work a little better. But, maybe you like the cup holder better in Barbie's car. =)
