I truly believe that we are all born enlightened and it's only
the distractions along the way that bring the clouds to
block out the sun.

No. After seeing some people struggle in therapy for 10 years and come no closer to self-understanding than when they started, vs people who seem to reach new plateaus every year, I would have to say that not everyone can be enlightened.
It may be that each person does, and what's required to nurture that seed is difficult and hidden from me, but if it's almost impossible to find, then wondering if we all have that seed is a at best a moot point.
So I'm going to say that there are some people ... 2%? 5%? Who are just solid bricks and couldn't find enlightenment no matter what.

No....they do have seeds to knowledge, and, finding knowledge can feel like enlightenment...but they are not the same...you may have understanding...but, it's not the enlightenment type of understanding...or even wisdom...but it's not the same either....they will only take you so far...you can only become "so-intelligent" then, there is a "barrier".. To go beyond this requires much more than meets the eye. "Peace!" (and this is where the seeds are!)

The condition for the possibility for enlightenment is an objective reality that compels us to move beyond our subjective perceptions. Enlightenment happens when we risk knowing what is outside the confines of the self.

I don't see it as a "seed", rather as a will to step into the unknown and learn more and more. Meditation is the best instrument to reach there. Once we can shut our mind and open to silence, we're half way there.

I believe so. The "seed of enlightenment within" is so apt when we consider that we have to nurture this seed for it to grow. We nurture this seed through 'faith' in this 'enlightenment'. When we wake up to this knowledge (that we are enlightened) we become 'Buddhas'. We become 'one' with the Universe. So the journey to our own enlightenment is somewhat of a journey back to our origin. All we have to do is to 'believe' that we are enlightened, we cannot understand it intellectually.
Thank you for your question.

Yes, however, sadly many are either unaware of this, or apathetic to that seed's potential and so they fail to cultivate it. I, myself have spent the better part of my life cultivating that seed, despite all the cultural and familial "weeds" and "pests" I encounter.
