I really love giftfinder.com for issues like this. Sometimes the gifts are pretty bizarre and don't really match your criteria at all (I'll admit to this), but it definitely gives you some ideas.
For instance, I don't spend much time with my sister (she lives across the country from me) and I'm not really sure what she has and doesn't have, but I saw this wicked cool shower head that acts as a waterfall, basically, and I'm like, "Hmmm, bet her shower head sucks. Let's get her this." It's random, but she loved it.
And that, friends, is known as anecdotal evidence.

A pedometer, some magazine subscriptions, clothes...how about getting a flask engraved? Unless he's had problems with alcohol.

If he's into sports and computers I reccomend getting him the nintendo wii-it comes with a game called wii sports and is soo much fun.

I use a website called 'i want one of those' for awkward people (difficult to buy for). It has some great gadgets/experiences on it and they will deliver pretty quickly.

If he has a car ? treat him to an animal Dyson dc16 to clean
his car inside with,they are battery operated so no wires
to get in the way.Just bought one myself and it hoovers
the car,inside in five minutes,love it.

Get him a token to be spent on an adventure day out. It could be motor racing, ballooning, flying, white water rafting, you name it, you can purchase it.
