No, it's not illegal, however AGREEING to pay someone for sex IS enough to get you arrested. It's called SOLICITING. Don't do it, prank call your friends. I'm sure they'll get a kick out of it.

Harassing a business is.
My advice, if you're going to be doing a lot of prank calls, don't call the same business over and over.
