For Sound Card use the CD that came with your motherboard...for tv tuner card there must be a cd that came with your tv tuner card....
if still not working then find the model no. of tv tuner card and sound card and go to the respective site..the'll have instruction on installing the driver...or u can contact them on their email address.

Try the new hardware wizard and see if it detects it that way.
Look in your device manager. They are probably shown as "unknown device" or in another location with a yellow mark next to them. You could also just install the software for them too and see what happens. Sound drivers usually have to be installed because installing the OS wont install them.
I'd just install the audio drivers first and get your sound going then install the Tv tuner because it may need the audio when you go thru the tuner configuration.

Use the CDs the devices came with and INSTALL the drivers for them !
Then windows can use them !

You just need to install all necessary drivers.
