No, don't be ridiculous, it wasn't against Roger Staubach. He is my alltime favorite player, by the way.
It also wasn't done in 1973. Below are the times 3 or more INT's were returned for TD's by one team. I've done that much, so if you want to know who the QB's were, you'll have to do a search yourself.

I'm not sure which game you're speaking of, but the NFL record for interceptions returned for touchdowns is 4. That was set by Seattle against KC in 1984. I forget who the QB was... I wanna say Blackledge or someone?

EDIT - I just double checked, yes it was Todd Blackledge... good ol' Penn State haha.
