Cities used to center around the downtown area. Each area adjacent to the downtown was considered "inner city". Monticello was a bit further west of downtown so it was not considered at that time "inner city". However since the city has grown first with Loop 410 and now Loop 1604. there are changes what was once deemed as "outside the loop" was neighborhoods outside Loop 410. Today it is "loop 1604" where the majority of new homes and businesses have sprung up.

To answer your question, in the strictest sense no it does not truely qualify. While it may have been on the edge of the city, all new housing areas are. Other significant examples of areas of the city which once met the definition of suburban community and are now in the city are Alamo Heights (please note separate governmental structure) Castle Hills, Hollywood Park, Windcrest, Shavano Park, Live Oak, Universal CIty, Converse, and the list can go on. These were separate cities that have been absorbed as the city grew.
If you were older, you might be able to remember when all these areas were completely separate from the city. I can remember when most of San Antonio was still inside Loop 410 and my father thought that Windcrest was too far to drive to see someone (we lived in Alamo Heights).
The people of Helotes used to think they lived in the country, I had a home a few years ago that was in the city and just 2 miles from Helotes. When I was in High School we used to complain about the horrible drive to go all the way out to Boerne, now people live there and work in the city. I had a home on Canyon Lake and worked in Downtown San Antonio until recently.
THE CITY IS GROWING!!! What once was outside the city will one day be inside. Loop 1604 is no longer a dirt road in the country.
Stop asking stupid questions about Monticello Park! Everyone is sick of it!!!

The term suburban comes from France. The root words were sub meaning below and urbi meaning city. The royal families and their courts built the palaces/castles and cities to support the palaces on top of mountainous areas as they were easier to defend, the peasants then lived below the mountain on the flat land in widespead tracts of land and farmed.
In the US as disease and the crime and other issues of the city became a problem, and more so with the advent of the automobile which allowed people to move around more freely, people with the means wanted to escape the congestion of the city. They moved to housing tracts, normally with autonomous governments, outside the urban areas, where they could live in single family homes, instead of row houses and apartments as was common in the major urban areas. In these outlying housing areas they had less public lands (parks) and more private land (yards). Monticello was probably built on the edge of the city, at the time of it's construction. It was built as single family housing, however, I can find no reports of it having a separate municipal government, such as Castle Hills, and Windcrest, which were certainly built on the concept of a suburban community.
As far as suburbs being predominately white, as your question indicates; Ford Heights a suburb of Chicago is predominatly black, and Inglewood a suburb of Los Angeles is a mix of mostly hispanic and blacks.
Also, in response to your frequent comments about segregation...Harlem in New York City was once Haarlem and a Dutch Settlement and was predominately white until the early 20th century, And in an example of segregation the Afro-American Realty Company started buying the buildings and evicting the whites.

You asked this question 3 times? Do you think the answer is going to change? In the 1950's San Antonio did not have suburbs. It was an area like King Williams, Alamo Heights, the downtown area.
