Garrulous

From dictionary.com:

gar·ru·lous /ˈgærələs, ˈgæryə-/
–adjective
1. excessively talkative in a rambling, roundabout manner, esp. about trivial matters.
2. wordy or diffuse: a garrulous and boring speech.
