So many people confuse 'freedom of speech' with having a platform. In the UK one can say or think any opinion (within the obvious laws of defamation etc.), but you maybe denied the platform to express it. For example, you have the right to be offensive to me on my website, but I do not have to allow you access. I would not be denying your right to freedom of speech, just not allowing it on my site. The Oxford Union was disingenuous in inviting David Irvine & others.

You have ability to exercise the right of free speech in any country you happen to be in. You just have to be prepared to accept the consequences of you own actions - good and bad.

If you mean the UK, then you have freedom OF speech, but not the freedom TO speak !

Except for one place, that is.

You can say what you like in the House of Commons. Therefore, become an MP, and say what you like !

Freedom of speech (note spelling!) is not a power, it's a right. And like all rights, it comes with responsibilities and limitations. You HAVE the right to express an opinion, criticise the government etc, etc, but you do not have the right to offend people just for the sake of it.

Good question! I can't think of one country where you wouldn't be able to offend somebody if you tried. You can of course say whatever you like wherever you like, but you have to be prepared to suffer any consequences.
