As an outsider looking in (from Australia) his most obvious characteristics are that he is belligerent, and unimaginative. Also, not too bright. His using the 911 tragedy as a rationalisation to pursue his personal agenda/vendetta against Iraq and an loss of civil liberty will forever define him - unkindly.
I don't think he will be remembered fondly. Even by those who appreciate him now.

In the next 50 years we will look back at this period in history as the beginning of war on violent Islamic extremism. The Islamists will experience great gains once Hillary becomes president. History will look back at Bush as a person who could have made a difference, but was ineffective due to a split in the government.
